FACILITY-LEVEL GREENHOUSE GAS INVENTORY PROCEDURE

1. Entities Required to Conduct GHG Inventory.

Facilities required to conduct a greenhouse gas (GHG) inventory according to Decree 06/2022/ND-CP and Circular 17/2022/TT-BTNMT:

  • Greenhouse gas emissions of 3,000 tons of CO2 equivalent/year or more.
  • Belonging to sectors such as thermal power plants, industrial production, freight transport, commercial buildings, solid waste treatment, etc.

2. Greenhouse Gas Inventory Process.

  • The facility needs to identify GHG-emitting activities and classify emission sources according to ISO standards.
  • Select a suitable inventory method based on the emission source, such as transport, waste treatment, recycled fuel production, etc.
  • The facility uses emission factors from Decision 2626/QD-BTNMT of 2022.
  • The facility collects activity data from its GHG emission sources.
  • The facility calculates GHG emissions based on the collected factors and data.
  • Ensure the inventory process complies with quality standards such as ISO 14064-1:2011.
  • Assess the uncertainty in emission data and factors affecting the inventory results.
  • Recalculate results if there are changes in operational boundaries, ownership, or errors in the calculation method.
  • The facility submits the GHG inventory report to the competent authority before March 31 annually (starting from 2025).
